What is it?

Juxtaposition is putting two things in close proximity that have conflicting emotions or meanings. 

In photography that might involve putting thins out of context, like putting a beach ball into a winter scene, or it may be that you want to explore what man is doing to their environment. So, an environmentally conscious photographer might show a beautiful beach scene and include all the washed up garbage on the shore to show what we are doing to the Earth.

In this case, I like the look of the early morning rowers out on the bay, and the big plum of steel mill smoke distracting you in the background! The rowers are getting their exercise, but what sort of air are they breathing in?
